    11 ministries and commissions finalize key areas for remanufacturing.

    China will promote the remanufacturing of automotive parts through deepening pilot programs, and also advance the remanufacturing of construction machinery, machine tools, and other equipment, thereby accelerating the development of a large-scale circular economy. Recently, 11 government departments—including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Environmental Protection, and the Ministry of Commerce—jointly issued the “Opinions on Promoting the Development of the Remanufacturing Industry,” identifying key areas for the future development of China’s remanufacturing industry.

    Currently, China has achieved significant breakthroughs in the fundamental theories and key technology research for remanufacturing. Remanufacturing technologies such as automated nanoparticle-composite brush plating—now developed and applied—have reached internationally advanced levels. At the same time, however, the remanufacturing industry is still in its early stages of development and faces several prominent challenges, including insufficiently smooth supply channels for used parts and inadequate sales channels for remanufactured products; urgent need to revise relevant regulations governing the recycling and management of end-of-life vehicles; and a lack of supportive policy incentives.

    To this end, the 11 ministries and commissions pointed out that they will strengthen policy guidance to gradually establish a remanufacturing operating mechanism and management model that are well-suited to China’s national conditions, thereby promoting the scaled, market-oriented, and industrialized development of remanufacturing. They will strive to cultivate the remanufacturing industry into a new engine for economic growth.

    According to the “Opinions,” in deepening the pilot program for remanufacturing automotive parts, the focus will be on promoting the remanufacturing of components such as automobile engines, transmissions, and generators. We will increase financial investment, remove institutional bottlenecks, improve the recycling system, standardize the circulation market, and strive to expand and strengthen this sector. Building on this foundation, the scope of the pilot program will be extended to include components such as drive shafts, compressors, oil pumps, and water pumps. At the same time, we will continue to advance the remanufacturing of large used tires. In promoting the remanufacturing of construction machinery, machine tools, and other equipment, we will organize and carry out remanufacturing initiatives for construction machinery, industrial electromechanical equipment, machine tools, mining machinery, railway locomotive equipment, marine vessels, and office information equipment, thereby raising the level of remanufacturing and accelerating its wider adoption and application.

    The NDRC stated that it will prioritize enhancing the technological level of remanufacturing, expanding the scope of remanufacturing applications, cultivating demonstration enterprises in remanufacturing, standardizing the used-parts recycling system, and developing both domestic and international markets. To accelerate the industry’s development, the NDRC will formulate an industrial development plan, promptly revise the "Administrative Measures for the Recycling of Scrapped Vehicles," appropriately lift restrictions on the mandatory reprocessing of the five major components of scrapped vehicles, refine economic policies to promote the development of the remanufacturing industry, and establish a supervisory and management system for remanufacturing.

    Meanwhile, to refine the economic policies that promote the development of the remanufacturing industry, we will formulate and release a “Catalog of Remanufactured Products” and study fiscal and tax preferential policies for remanufactured products listed in the catalog. We will also encourage banking and financial institutions to provide credit, guarantees, and other investment and financing services for remanufacturing. In the use of special funds for the circular economy, we will prioritize supporting projects related to the research, demonstration, and promotion of remanufacturing technologies. Furthermore, we will encourage government agencies and public institutions to give priority to adopting remanufactured products.
